I see full boost (11-12psi) before 4000rpm on my 16G6 setup.

the 10.5 cm diameter wheel on an evo 8 turbo spools faster than the stock turbine wheel because it is a larger wheel inside if the same size housing.

I bought a Evo 8 16G with clipped evo 9 10.5 hot side with the wastegate welded ready to use with an externar one. Would this work fine with the 4g94?
