Can you provide more info. How did you wire them up? Did you test out the fans on a 12V source before install to verify they work? Is the fan controller still installed. Is it functional?

I tested them and made sure they work. I cut the fan connectors off the stock fans and connected them to the new fans. The fan control box is still there. Fuse #2 is fine. It makes no sense

Try reconnecting the stock fans just to see if they will come on. If they do then right there tells you there is no problem with the cars end. If they dont then turn on the a/c, with a properly working system this turns on both fans right away and you can test for power right at the plug. If there is no power and the fuse is good then my guess is that would point to the fan controller itself.

How can you check the #2 fuse? Its not a traditional fuse and just a red box.

To the user, your fan relay may be bad. Its a common thing across the lancer platform (Evo, Ralliart, OZ). If your fans arent coming on that may be a possible issue

LOL Didn't read the whole post. I don't overheat with mine. If you need them on you could always hard wire them?
