should I buy this turbo please respond

Saw this evo 8 turbo from an evo VIII on craigslist for 40 dollars !
The guy said it does not work perfectly .
He says there may have been a surge to it . He stated it prob. Reds to be rebuilt at this point .

Should I buy it or is it a waste

Because an evo 8 turbo costs a lot . If I can just buy one not working and then rebuild it , and put a new evo 8 turbo chra in for 500.00 it be cheaper ?
