Confused about the PSI

I plan one tuning, once I do way more reading on the topic. I plan on using the @RoadSpike ROM (Non-SD) While I know it's all based on the tune, what's a good PSI range the rods/pistons can handle? Some said 8 and others say 10-14. I plan on going custom exhaust, cold range spark plugs, FPR, T3 Turbo, with intercooler and external wastegate.

my old lancer es got up to 18psi no issues and made stock evo 8 power. That car was fast!

That's way higher than what I though! Love it! Demon_ni2 had talked about 220hp being about the max rods could handle. Did you ever run into any problems? Was this with ARP head studs?. I'm also not one for the creating new threads for no reason, do you have any favorite resources(tuning, turbo setups, ect...)
