(2) 8 ohm subs in paralel wil be the correct 4 ohm load on a car amplifier. Don't go for power, get a good amplifier.
A well built wood (MDF) or fiberglass enclosure will have no real difference in performance. The benefit of fiberglass is it makes better use of air space in odd shaped locations and will weigh less if properly built. You can also get creative and make it pretty!
