What are the best chips out there and what are the advantages and disadvantages of them??
Also would it be wise to get a intake and exhaust before the chip?

there are no "chips" for the lancer gts.
you have the rrm piggyback or a flash tune through ecuflash and a tactrix cable 2.0, the flash tune is provided via email from works or RPW (racing performance works, australia)
I have the rpw tune and its great.

piggyback is a box u hook up.
a flash is when u actually change the ROM values set in the cars ecu via a tactrix cable and a laptop.
tactrix cable + laptop is the best way to go, rrm makes good stuff but i dont recommend using a piggyback as a tuning tool.

also visit worksevo.com go to the lancer section and read about their available flash for the lancer, to avoid buying a cable and flashing by yourself you can send in your ECU to them and for $299 they will flash it and send it back.
