Oil Pump Issue

I'm trying to prime the oil feed line for my turbo, and i'm getting no oil pressure. The only thing i can think of is that the pump or releif valve isn't working or something. I'm getting no pressure out of the line at all, the car is cranking but no oil is being pumped through the line. I pulled the pan and the filter is clean where it draws oil up into the filter, checked the timing belt, its not broke, everything seems alright. the car sounds fine when i try to crank it but i just have no oil pressure where the oil feed line comes from. Any ideas or anything would be a big help.

well i put another motor in my car, and i got it back in and everything hooked up, went to prime the oil line and nothing was coming through, tookt he line and fitting off, and no oil was coming throw above the filter, then i took the valve cover off and cranked the car again and no oil was coming up to the top of the head, so i'm assuming the oil pump is gone. i'm gonna try to put the working oil pump from my old motor on the new one, but its gonna be a huge ***** i have a feeling.

this motor was sitting with no oil in it for quite sometime, would i need to prime the actual oil lines / passages in the motor to get the pump working? It just doesn't make much sense that the pump just wouldn't be working.
