Cleaning intake filter
When it looks dirty is when I would clean it if I still used a cotton element filter. Since I have a Pipercross filter now I'd basically just be making a soggy sponge. You are talking about aftermarket filters, right?
Don't clean the stock filter. I'm pretty sure it's paper and it'll deteriorate.

I'm assuming you have a cotton filter, like a K&N or similar.
Clean the filter every 10,000 miles, or fewer, just because you can. Your filter may not need a cleaning this often, but if you live around or drive near construction, you'll notice it gets dirty rather quickly.
When you do clean it, make sure you give it several hours to dry before using it again. And don't just water clean it. Get a K&N kit or you won't have any protective oil.

any auto part store, pep boys, autozone, kragen etc.... And always wash from the inside (never wash from the outside as this will just push dirt in further and maybe create holes for dirt to enter your engine).
Um...try breathing with obstructions in front of your nose/mouth. The filter being dirty definitely doesn't help. There's a reason you lose fuel economy from having a filthy filter.
