I personally would keep non-turbo or boosted cars as stock as possible. Just my opinion :P
Everyone has different opinions and goals. Especially when you are driving on streets in California.

Neither will have significant gains. Cat-back may provide an extra hp or two, but nothing noticeable.

ill give you half true, you're forgetting weight reduction my greddy ti-c is like half the weight of the stock muffler. So measuring less weight and increased flow is actually more beneficial than you are portraying. Although there is not much to be gained, its all on personal preference and what you are trying to achieve with your car.

When our club went to the track the cars equipped with a cat-back as supposed to the ones with axle-backs or stock mufflers, ran slightly quicker even with an equal amount of mods. Nothing spectacular like a full second, but they did put down the fastest runs of the day out of the lancers.
