2003 Lance ES - won't run - I'm STUMPED.
As long as the timing belt pulley is pointing to its mark then you know it is a top dead center. The crank doesn't know which stroke it's on, That is determined by valve position So as long as your cam gears are lined up and you are good there also.
Once everything is lined up and installed, I will typically rotate the engine slightly clockwise, and then recheck the tension on the tensioner side of the belt. Assuming you are rotating the engine from the crank, that is where your slack should end up. It will be between the crank and intake pulley. You can then re-adjust the tensioner and take the slack out. I am assuming your tensioner is on that side of the belt as opposed to the side coming off the exhaust cam gear.
Just FYI in case it helps.

well I guess it needs a shop.
Yesterday we checked and rechecked and still it won't run. The timing marks are spot on, it has good compression on all four cylinders, it has spark, it has injector pulses, I even swapped the ecm and still nothing.

I'm pretty sure the injectors are working - I put my volt meter on both terminals and get ~12v. When you crank the engine it drops to around ~10v. Would a coolant sensor prevent starting?
"I think you sucked a gremlin into the intake :-)" - For sure he was fed after midnight.
"do you smell fuel after letting it crank for a while?" I want to say yes, but in all honesty I wouldn't say excessively. But wouldn't it try and run on the either? If I had a fuel delivery problem.
