If you don't have much money, the only mod I would consider is getting the Piggyback ECU from RRM, the only problem with that is you need to run 91 octane gas, and idk about you but it's pretty expensive here in NY.

The other mods mentioned above have their own minimal gains, but those gains are increased when you have the Piggyback. When it boils down to cost, it's not really worth modding the Lancer at all if you're not going turbo. Save your money and buy a project car (I bought a Nissan Pulsar for $500 that I'm putting a 180hp turbo motor into, $1200 shipped, which can handle over 300hp). Retail for new stuff: an exhaust will run you $400, CAI will run $200, header is $350, free flow cat is around $100. That's $1050 for about 15-20hp gain, and that's before the Piggyback. $52-$70 per gained horsepower is quite a price to pay when the turbo setup costs around $35 per gained horsepower.

I got an exhaust because I like how it sounds (yeah, sounds like a ricer comment, but there is a little ricer in all of us). I paid $200 shipped for an axle-back that you can now get for around $150 shipped. I have a CAI that I'm trying to get rid of, check out the for sale forums. I never installed it, but it's used from another forum member, and the filter element is brand new. If you want to save some more money and liven things up a bit, borrow a die grinder or dremel, get a carbide tip, and port match the intake mani and exhaust mani. That will liven things up a tad bit, and won't cost much.

Hope this helps steer you in the right direction.
