Sorry to reiterate what ThunderOZ stated, but it's the truth. The 4G94 engine does not respond well to bolt-ons. Installing a catback, cold air intake, header, ported throttle body and ported intake manifold will only give you about a 10-12hp gain and will cost you $500-700. It's a sad truth all new Lancer owners face sooner or later when they start dropping money into their car and wonder why it's still slow.
I know you say that installing a turbo isn't in your budget, but if you intend on spending money for bolt-ons that will give you no power gain you might as well not even put money into the car to begin with.

I say you shop around the used classifieds and pick up the parts as you see them for sale such as Intake/Exhaust... Even if it is not a huge increase, its still fun to get some fresh air and work on a car, its a good learning experience. That way if you ever get another car down the road that sees better gains you will have more knowledge of how to do stuff.
