Tail and Stop Light

Tail and Stop Light
So I was doing a check on my lancers tail lights, they all work except for the tail and stop light: 21/5watts bulbs on both sides. So I went and took a look at the bulbs themselves and the filament appears to be intact for both left and right bulbs. Has anyone encountered a problem like this? Could it be electrical problems?
