fyi, 0 db is the threshold of hearing, while 10 is leaves rustling, 20 is people whispering, and 50 is the average car(of course this varies depending on who you ask and what tables your looking at)
you got a computer in the house? most 80mm fans make between 20-30db

My DC Sports exhaust on my Civic raised the noise level to a whopping 96db, I measured and checked it against the documentation I requested from the company. No wonder I got a ticket for it. As to what urbanknight said, some states have a legal limit, others are subjective to the officer listening to your exhaust. Here in NY, it's up to each township, and it's completely subjective. I switched to an Apexi WS exhaust, which ended being an awesome exhaust, and lowered the levels back down to a tolerable amount. Too bad they don't have it available for the Lancer so everyone here could enjoy it.
Any straight through muffler design (Apexi N1 and all those other ricer "BOMB" style mufflers) will increase noise levels significantly compared to stock. My RMR axle back increases the volume a moderate amount.

i agree with you that stock it is pretty quiet, just not within the range of 2-7db as you said
I think we got the point, he was exaggerating to make an illustration. db is a strange scale with an exponential factor, so unless we have a db meter, we really don't know (as GreenPsycho said, a shot in the dark).
Point of the discussion... stock is quiet, aftermarket is anything from not so quiet to down right loud.
