High rev in neutral

Hey guys, so I have been having problems lately where my car revs at 2,000 somtimes 3,000 rpm's well in neutral. I own a 03 lancer OZ rally standard. It doesn't always happen, somtimes it stays below 1,000 rpm's. I've noticed that when it is revving I can take my foot an pull the gas petal back a little an it goes down to 1,500 or 1,000 rpm's. this is my first car I've ever owned so I'm new here

Throttle cable is sticking due to heat. Try to reroute it behind your throttle body.

So I did a little work today to try an stop the problem and I think I got it. So my cable was connected to clamps which were attached to the engine an I noticed one was broken. I just took the cable off the other clamp so it sits free and now the problem seems to be gone. I've drove around today alot to see if it would act up an it's gold. I hope this can somewhat help people in the future if they have this problem
