Clean headlights

What can I use to get the fog and scratches off my headlights? I've use one thing that was a pad you put on a drill and it did nothing. Is there any trick?
Doing the bake and paint on my headlights as we speak. Got one done and back together, the black inside makes the hazy cover look really bad. Help?

I use buffing compound for all my lights, but some times, there isn't anything you can do.

as long as said car wax is safe for plastics. I know the sandpaper works, but i've never done it so I would seek advice in the detailing forum. Or better yet, search through there, I know the question has been asked fairly recently.
