How do you change the gear ratios? and can this improve accelerating a lot?

Yup, like liquid said, you can swap out gears to help acceleration but it won't make you more poweful. You might be able to get faster times for a sprint but you'd probably end up cutting down your top speed. Kind of pointless anyway on a street driven car without a lot of power, i.e. the Lancer.

Getting a lower profile tire will give you shorter gearing thus increasing acceleration.
