did you fiddle with the hoses at all? swap your hood etc?

if not it's a fuse or the pump is dead...easy fix. you don't even need to jack the car up if you're on stock suspension to change the pump...though it is easier if you can lift it up a bit...

check fuses 2, 3 and 5 in the panel unde rthe steering wheel...and fuses 7 and 22 in the relay/fuse box under the hood. if all are good buy part MB286961 from mitsubishiparts.net, or pay double at the dealer, at least that's the case here in Canada..

check the house on the passenger side as well. There is a little hose that goes from the reservoir to the hood. My hose came loose and rubbed on the tire. I have to go to the junkyard and take one out of a mirage or something.

I doubt a 2003 lancer will still have the washer motor under warranty. As Cranswick already suggested if those fuses are fine I would take a simple multimeter and test for power at the plug for the motor. If you have power then the motor is toast and need another. If you dont then you have a short somewhere in the harness.
