radiator fans and ac not working help

2009 lancer de ac relay no grounded and cooling fan relay no getting. Switch power help?

Checked them there good i can jump them n there fine plus tested them

time to check the signal wire or ground from the ECU. Don't know if the engine ECU or ETACS ECU controls this. You may want to get your hands on a manual for this advanced diag. I am sure you have checked fuses?
