2003 Lancer OZ Rally - P0403, think EGR solenoid?

2003 Lancer OZ Rally - P0403, think EGR solenoid?
Hi guys,
My 03 Lancer Oz Rally has been throwing P0403 with CEL on. From my research I think it's probably the EGR solenoid. I found its location next to the EVAP solenoid on that metal plate attached - I actually replaced the EVAP solenoid couple years ago and I just remember it was a *****. I don't quite remember the process and was hoping you guys can check me/provide some guidance.
The metal plate housing the solenoids is bolted onto the intake manifold, right? Is it just two bolts or are there more? To replace the EGR solenoid, all I have to is detach the metal plate from the manifold, which exposes the back where the solenoid is attached to the plate via a nut, and that's it right?
The clearance is really tight and my hands can barely get in there. I can't really see much from the top of the engine bay either.
