Vernal is hardly a city, though for some reason lately a lot of people have been moving there. As far as I know it is a little less bad than the snow gets here in the valley because there's not so many mountains around, you'll be fine with all-seasons.

+1 dont take it in the snow with Advans... especially having never driven in the snow before! I live in SLC Utah, but I wont take out my Evo unless the roads are dry since I'm using the stock Advans, but I have a 4Runner for a DD... otherwise I would definitely rock a set of winter rims/blizzacks.
