CA to change smog laws again come Monday
Razor is right, this information has all been made available publicly. All the hard work of digging around to find it and compile it has already been done. Anyone willing to put in a little effort to search will find everything they need to know about this smog test.
You have to have the latest ROM loaded in. For example, my Evo never got the tune recall done. So even though it has its original tune from Mitsubishi in it, it wont pass cause its not up to date.
If you have not had the flash recall done yet, that is one way you can obtain your latest OEM rom for free. They will reprogram the immobilizer for you as well (since yours has likely been lost by some tuners universal base map with the immobilizer periphery bit disabled). They tell you at the dealer that they "might" brick your ecu on accident and you might have to order a new one from japan for $2000.00 if it has been previously tuned. This could be a lie they tell you because it takes about 3 hours of free labor to pull out the old MUT tool from whatever closet they have it in and program your car. It is very slow. The reason why I went with two physical ECU's is because if these smog ***** find another way in the future to tell if the ECU has ever been flashed and then flashed back, period, at all, I want to have one that has been last touched by a Mitsubishi dealer. Thinking ahead to make sure I don't get shafted again.

As I recall, there is an emissions recall for the ECU, something about allowing catalyst temperature reaching too high, causing possible damage to the catalytic converter, recall SC-13-002, where they basically reprogram/update the engine ECU software. I think it only applies to the IX cars however.
Well California is fortunate to have 3 massive wealth generators in Apple, Face Book (Meta), and Google (Alphabet), along with Hollywood and the Agricultural industry. If it didn't have the big 3 tech titans however, it would be in far more trouble. It already has a 1 Trillion dollar pension liability hanging over its head...
The economics of the state has nothing to do with PROC policies, if anything the state continues to move forward despite their policies, again because the economic engine juggernaut. That said I dunno how the housing crisis will pan out, seems to me that having all the family homes near job centers cost $2 million each cannot end well in the long run. I mean not every industry generates enough revenue to be able to pay their employees to afford that kind of home, even at $1 million per. We'll see I guess...
