I'm selling my track built 2000 Evo 6.5 RS, since I'll be moving to NM where I won't be near any roadcourse tracks I've decided to sell. I legally imported this car from Japan when I moved back to the US 7 years ago. It was imported under a permanent racing exemption all paperwork is included. It's not street legal and has an off highway vehicle title.
Mods included: Cosworth crank scraper, Manley H-beam rods, CP Pistons 10:1 compression ratio, GSC S2 cams, MAP dogtooth head studs, APR main studs, kiggly HLA, MAP Springs & retainers, green HTZ Turbo, synapse DV, FIC 1100cc high z injectors, walbro 400 E85 fuel pump, ported stock exh manifold, MAP open wastegate dump 02 housing Downpipe, 50 cell cat, Tein Circuitmaster aluminium body coilovers w/ 12k r 10k fr springs, Wedsport TC-005 wheels, Baer 2 PC front rotors, upgraded intercooler, mishimoto radiator, Amsoil cone filter intake, Evo 7 teframod ECU, CL brake pads, Goodrich SS brake lines, Castrol SRF brake fluid, welded redline TA compliant 6-pt rollcage, 6-pt FIA approved harness, Sparco head restraint race seat, schroth center net, flocked stock dash, RRS steering wheel, RRS detachable steering hub adapter...and more I'm sure I'm forgetting.

P.S. because it could have an effect on the value, do you know if it will be eligible for registration in 2025 (in some states) or does the way it was imported make that not possible?

Anyway, there is no such thing as a "permanent racing exemption". If it's a race car for import, it needs to be a factory race car, with a letter from the OE on their letter head. On top of that, you need to provide a schedule of tracks and a letter from the sanctioning body (on their letterhead) that this car is competing. Upon completion of the provided circuit, the car has to be exported.
Also, simply trailering it out of the country for 7 years won't work either. It has to be imported as a new purchase. Sure, you can forge some documents saying it was a new purchase, but then you're back to square 1.
