I HATE virginia.
I don't understand why VA is so bad. Everyone says it's because of it being a "commonwealth" but yet Kentucky is also a commonwealth...and they don't have any of those problems...Neither does Puerto Rico.
I think it's just because there's an overwhelming number of douche-tards living in Virginia. Seriously, what other place would have a rule like: "Don't tint your windows dark....unless you drive an SUV, then you can tint them as dark as you want."

Ok so I actually made it out of the communist wealth of Vagina without getting a ticket. . . this time!!! I have been in VA a multitude of times starting in 1995 and all I can say is I really can't stand it!!!! LOL The only thing good to come out of VA for me is DTM and my girlfriend! And I brought my GF with me to NC!!!! My girlfriend, being a Native Virginia driver and used to driving on VA roads truly believes that the far left lane belongs to her and it's her God given right to merge straight from any on ramp to that far lane without signal or care for other drivers location on the road. She never turned her head to check for clear traffic or even knew she had a mirror on the passenger side of her vehicle until I showed it to her screaming one day about being on the bloody side if the guy in the Audi S4 hadn't stomped on his brakes and undoubtedly caused one of the now historic I-64 backups for no apparent reason almost wrecking her brand new 2008 WRX.
I have my Evo registered in Woodlawn, TN. No inspection, no emissions, no retarded property tax TWICE a year, just plain old good ole boys pokin fun at my "big winged import"

I've found that in the smaller areas, aka the "country", cops are a lot more easy going. Once you hit a larger city, that's when the douchebagness hits...

And as far as the OP, I really don't see what you're complaining about. That actually doesn't sound too bad - it is a law, after all, just like speeding. You seem to understand and accept everything that happened to you! And the only thing you got a ticket for was the front tag! They could have easily given you an exhaust ticket. And this makes you HATE Va?
I hate to be that guy, but having your tag between your seats doesn't satisfy the law, and you really can't expect that you won't have troubles with that. You say that you realize that cops are out in force over holidays so you adjust your driving, but you surely also realize that in VA you must have front tag displayed, but you don't do it? Even if it's a stupid law, you can't really complain about being cited for it if you don't follow it.
The police don't make the laws, but they're under oath to enforce them. Just like military people who hate G. Bush and his policies. He may be a retard, but it's your duty to follow the Com. in Chief, even into war, whether it's stupid or not.
I know that all this crap is just for the area to raise revenue, but there are a lot of benefits to living here. If everyone who hates VA laws moved to another state, that would clear the roads up a lot for me
And YES, I know that people in the military don't always have a choice where they live! But if you get sent to Japan, you just have to deal with how things are done there. Or if you get sent to Iraq, you are going to have to adjust to things there too.
In summary, I'm all for Fight the Man and Rage Against the Machine, but if you know that something is probably going to happen if you do or don't do a certain thing, and you still do it, you don't get to complain about the results. And you got off EASY!
That's the beauty of it, if you understand this phenomenon of stupidity... I just head for the right lane and it's as clear as a Montana morning! If you know and accept the morons, you can use their ignorance and stupidity to your advantage!

lets not forget the whole going the exact speed limit or 5 under in the left lane, or when they pace themselves at the same speed as the person next to them in a 4 lane. i hate VA
