I dont know a shop but a cat is like what..4 bolts? My reccomendation is just get a mil.spec HFC and you barely lose anything between that and test but ur legal.

well considering in VA anything that makes your car louder than stock (meaning modified exhaust) is still illegal, which means technically you should fail regardless of your test pipe or not.

second, removing your test pipe and throwing your cat on should take you barely any time, so that may be your best bet.

third, your prob not going to get any responses bc no one wants to admit they do "shady" business practices, and the ppl who know about it wont want to give up there spot. you never know who browses these forums...just saying.

but regardless best of luck with your search
