NASA X Classing Questions

NASA X Classing Questions
I'm new to classing and have some general questions. Not looking for any help with classing my vehicle, just trying to understand everything. I tried to make a post in the nasax forum, but my thread has yet to be approved by a moderator... wtf?
I started off using this as a reference:

It mentions upclassing... what direction does this go in?
For example if the class NXF is upclassed +1, does that make it NXG or NXE?
After reading the above pdf, I found this one:

Does this form go with the first classification pdf? The form looks like it has a new rule for tires... if I find anything else different between the classification pdf and the form should I assume the form is right?
I notice this form says its for NXR-NXH. So, if you are NXD,NXE... you just don't use the form?
Again, not looking at anything Evo specific... just want to fully understand the classification.

It's confusing and messy and allows a lot of flexibility.
If NXF was upclassed one it would go to NXE. I hadn't previously heard of NXR/NXH though..

I appreciate the links, but I'm just really trying to understand all the information their site provides.
