If FOM would manage their schedule better, 21 races would be a non-issue. But look at the stupidity of the schedule: China, Bahrain, Korea. China and Korea races are like 500 miles apart, do them back to back! Might as well do Japan right away, too (and avoid the tsunamis that have affected so many Japan F1 races). Flip Italy and Canada.

They just put 21 races on the calender to allow 5 power units to be used. With the new rules 20 or less races and only 4 may be used. Korea is "to be confirmed" and will probably not happen...after they give 5 power units the go ahead.
