While it is hard to prove that there is such a thing as a quota it is true that you are expected to write a certain number of tickets. If you don't then it is assumed by your shift supervisor that you are not doing your job.
I know of one state where a trooper is currently suing the department for One Million big ones because he claims that he was dismissed because he did not write the required number of speeding tickets. I guess we will just have to see what comes out in court.
Most cities and counties do have an expected level of revenue from traffic tickets. Less revenue from other sources can mean more pressure to write speeding tickets.
Time of the month really does not have much to do with it. It depends on a lot of factors such as holidays, accidents in a particular area, complaints, etc.
The problem is that just one ticket can drastically raise your insurance premiums. It pays to contest every speeding ticket even if it means hiring an attorney.
