VICTORY IS MINE.
got the bolt out with one more 2 minute blow torch session and like 4 hits with the hammer lol.
now i have to figure out how to get the dam endlinks off the rear bar since they are obviously just spinning.

There is a slot for a wrench. I forgot 13 or 14 mm. Mine spun when I replaced it also. Damn, we have so many similar issues.

I found the Allen slot after I posted and immediately rounded it off. Is there also a second spot for a 14mm? It doesnt look like it
Realistically, how loose or twitchy will the car be with 10k and a whiteline bar set on the middle hole? I was planning to go to 1/16 total rear toe.

If its rounded it off, you is SOL. I don't know any other way.
Spray some penetrating lube and let it sit for a day. Then use a standard size allen wrench that's slightly larger and hammer it in, maybe it won't slip.
The Vishnu specs use oem rear bar. My car felt pretty neutral at turn in but I do have aero on the car.
