If you cut the boost pressure to a single port wastegate actuator boost will go up, as it will close the wastegate flapper. You would need a way to add pressure at the diagphram, this wouldn't work with a MBC. If it's a solenoid/stepper motor you can just have the flow switch trigger it to bump up duty cycle.
If you have a dual port wastegate (tial etc..) and are using both ports with an EBC cutting boost to the top port would work perfectly.
A N/O Hobbs would switch closed and shut the line to the wastegate causing the pressure to increase to the wastegate which would open it at min spring pressure.

Ok I see your idea working perfect if the system failed while you were at/near full boost that would work.
What I was thinking though is what you have a problem while at low throtle/off the injection, if the pump didn't come on during spoolup and you're using methonal you would still have a period being lean before the wastegate opened.
Some failsafe is better than nothing, and that's a simple one, but there's still a loophole.
