Wow this thread came back again...I can tell you this don't use Doug Silva. I used him for this particular case about 2yrs ago and my ticket was just deferred which I could have done myself and I ended up paying him $500 + deferral fees. He wasn't very prepared in my opinion. It worked out for me and can be chalked up to a lesson learned...
I would advise you spend a couple hours doing research on the judicial system and how WA laws work. I have done that and it gives you a greater sense in being able to find loopholes. You will also come to realize there are many laws and regulations that WA still allow that many states don't (IE being caught by moving radar).
Simple things to catch:
Ask for radar calibration
Make sure your ticket is 100% filled out correctly
Make sure the police report was filed in the allocated time per WA regulations
Some of this may not apply to Neg2 as I am not familiar with what you are charged with but their are many ways around it. Something that serious I would just hire a lawyer. If it's neg2 whatever was being done was most likely guilty anyways so either pay the lawyer or pay the state. It's the sad truth but atleast with a lawyer you keep it off insurance. Seeing as what these damn cars cost to insure tickets on your record is the last thing you want.

My attorney - Andrew Phipps - didn't use my referral for a couple and then all of a sudden he did when it was out of the area! DOH! I could have done it at that point, and made a stink and he at least paid the deferral fees.

you cant defer what I got. and 12 over isnt in the same universe as this either.

The only instance you cannot defer something I believe is if you were in a school zone or construction zone. It's been awhile since I read the rules on this. BUT if has to do with one of those say racing in a construction zone...well a GOOD lawyer is needed because many of the standard technicalities are thrown out the window.
DBsears: from the info i gather in talking with firms this is not an option, however I would have a deferral available to me should it have been acceptable in this situation.
