WA: Title transfer question
Ok so i just went and met up with a guy that wants to trade me his e90+cash for my m3. This is where it gets weird. Seemed fishy to me so i called BS.
1. The title is in his friends/family(gave me 2 different answers nervously when i asked him twice about whos dealership it was) dealerships name. He says that he paid for the car but didnt want to transfer the car to his name; gotta be something weird going on if you pay >$15k for a car and don't put it in your name right? But he has the paper title he says..
2. I would have to make the deal through the dealership at a $0 balance(straight trade). Of course the cash to seal the deal but thats under the table and not in the paperwork.
3. Dealership would fill out the paper work to have the state of WA transfer the car into my name. Isnt this just a shady way to make deals on cars to avoid taxes? I dont want to get caught red handed for a shady dealership move and have to pay a bunch in taxes.
Am i wrong to be suspicious or is this common practice? I may not understand because in NV every vehicle has a paper title and you MUST have a paper title/DRS(finance) paperwork to register the car. Theres no "transfer of ownership".

What you need to register the car in your name:
Title, signed by the CURRENT REGISTERED OWNER
Bill of sale, SIGNED BY THE CURRENT REGISTERED OWNER (or someone acting on their behalf)
i'd just tell him you're not interested in a fishy scam deal and find a different car
