also wouldn't you create an issue drilling a hole directly into the plate itself? a whistling noise? why not just lightly shave around the end of the plate? the hole sounds like its going to cause issues.
the problem is usually to much air is passing through also not the opposite.. thats why the cars rev high then dip.. to much air is getting through and the engine is responding to it. but it will try to correct it if the car has a functional ISCV and thats when the surging comes into play. (can be the opposite as well)
on another note, i would recommend copy and pasting the stock iscv tables back into Rev's rom and start from there.. i could fix the car in prob 10min easy.. but if you want to fix it yourself by all means go ahead.

I'm all for NOT drilling but it has worked in the past when other methods have not.
As far as the BISS screw thing. I have never had any luck playing with it so I stopped touching it. Disclaimer: My only experience with BISS screw is on 1st gen eclipse, talon, lasers.
Also it wont whistle, ALOT of stock vehicle have holes in their throttle plates.

but ya 1g is way diff then 2g and evo throttle body.
10.5 compression ratio with 67, I'm gonna put u around 760 on pump and 870 on corn.
One thing for sure though...that's one heavenly build. I was gonna say hell, but with ur line of work, heavenly is more appropriate.
