I don't have the log in front of me at the moment, but as I recall its around 7k (in 3rd gear) that I see that number. I rev this engine to 10k with no problem. Its an aluminum rod 2L (long rod) with solid lifters.... I could rev it further, and believe me, it wants to keep going, but I don't trust the factory oil pump to keep up any further than this.
It sucks that you've had to deal with the turbo manufacturer twice now, and that they didn't even realize it was the wrong turbine wheel in the first place? How does a company that specializes in turbos do that? I wonder how many others have experienced that without even knowing.
Any plans to hit the dyno after she's all dialed in/to help dial it in?
