Exhaust/O2 housing, intake, intercooler and piping, and a walbro 255 should do it with good fuel. Or upgrade injectors and put an FP 71hta turbo on it. I wouldn't do cams, the 71hta turbo upgrade will net better gains for less money.

In terms of parts, how important are the cams? Is this where most of the horsepower gains come from? Would I be able to skip the cams, or is that not recommended. Cause I've notice this to be probably the most expensive part

I'd do the cams before a turbo upgrade. Even if you had the OEM VIII turbo with any basic increase of boost the OEM cams are already at a loss. For your goals you don't need cams but the S1s are a good upgrade: they will give you a nice bump across the board and with some tuning can idle almost stock like. I've had them for 5 years now and love them

depends on tuner and altitude and mods. here in wa can make 350 with exhaust,boost controller,intake. if staying with stock turbo I would go intake,boost contoller injectors,fuelpump,exhaust,intercooler and cams be a solid start.
