okay after a couple hours of tearing down the spark parks to all the boost hoses and tightening everything up I finally solved to problem. I can't believe this!!!! It was something simple. It was the f***in Greddy type RS BOV!!! 
While I tore everything apart I put on the stock bov back on and voila!!! Car goes past redline like a champ!!! Thanks for everyones response! Now it's time to trash the greddy rs and get a JDM mr bov so I could hold higher boost!!!
