found my problem. low fluid level. now before you call me stupid my pump is mounted right next to my tank. The inlet of the pump is abot 1 inch below the lowest part of the tank. found out when there is two inches of alky in the tank its not enough. there isn't enough fluid pressure at the inlet and the pump appears to go weak. good news is I have my old pump back on and it works fine.

I remember having a conversation with Julio about putting a filter in the tank. he said it was a no-no. he sid if there is any kind of restrction at the inlet the pump wont work. he was right.
