Violation of Vehicle Code 4000.1 B (pollution control device)
Haha, just move to KY. We have no emissions, no rules at all. If you have 4 wheels and you can get her to start then by god drive the wheels off of it

4000.1(b) CVC is an information section. Not a citable section. It does have to do with registration though.
4000(a)(1) CVC unregistered vehicle (common)
4000(b) CVC registered in violation of smog regulations (altered emissions devices??) :drive, move, leave standing on highway (public roads).
40001(b) CVC subsections:
allow to be operated(1) unregistered or has fees due
(2) not equiped as required
(5) not in compliance with smog device
