Balancer Shaft Tight shreded belt

Just replaced the timing belt, balancer belt and did a valve job on my 05 ralliart 2.4 mivec 4g69. Put it back together ran great for a few minutes with no vibration went to recheck found the balancer belt shreded. The balancer pulley is tight cannot turn by hand. Now I am a little stumpped...why did it get tight. guess it needs to come out? dont think can get it out with the engine in the car! Any help would be appreciated!!!!

Take off the passenger side wheel an you can get to all of it. may have to take the left motor mount loose an finagle the motor a little to get the cover off.

Did you by chance take off the gear on the end of the balance shaft when you were changing the belt? There's a spacer that's supposed to be behind it.

IMO, if the car runs fine with no balance shaft belt, just pull out the shreds and button it back up. You might get a bit more engine vibration, but no longer have to worry about a 1/2" wide belt failing and taking your main timing belt and valves out with it.
