If you're just driving on highways with the standard tires, even completely ignoring the limit (or maybe driving in Germany), the GTS wouldn't be that much slower, and I think it weighs about the same as the RA.
Probably not that expensive to change, if you just replace the discs and pads.
Not to be a jerk, but this isn't a relevent question. You're a young driver, just getting your license (I just read your other post), and premiums vary greatly from region to region anyhow. You will almost certainly pay more than whatever's quoted simply for being a new licensee.

Insurance varies a lot for many different reasons, let me just say I'm 22 still a young driver with no accidents either at fault or no fault. And the Evo's insurance was around 250+ bucks a month , about 1500+ for six months
While the WRX came out for me around a more reasonable 700 or so for 6 months
So I was just hoping that new cars don't get an increased insurance premium just because they are new, and the insurance companies aren't sure how to price them.
Here's to hoping the RA will be coming in a 5spd and in blue by you!

It should be doable, but not necessarily right away. For example, the 02-06 Lancers have the same ECUs as the Evo 8/9s, but it took awhile before they could flash due to having different locks/encryptions/whatever on the ECUs software.
