Fuel filter?

Sorry for the question but do we need to change the fuel filter on the ralliart.

It's probably part of the fuel pump assembly, so you don't have to replace until the fuel pump goes.

yes it is part of the pump assembly.

Is there something to detect either the fuel pump is failing or the fuel filter is clogging up?

Presumably, under most conditions the ECU should throw a code, but that is not an absolute.

You will also get hesitation and stumbling when going WOT, as the pump will not be able to supply enough fuel to the injectors.
