You're prob. running mid to low 13's@100-104 with your current mods. Get cams and a custom tune and you'll be happier with the results.

What does a 30mph roll prove? What real racing situation would ever showcase a 30mph roll as being the deciding factor on which car is better? The launch is 98% of drag racing between similar powered cars, cornering and handling are key in any track racing and even moreso in rally racing... Really the evo has the SRT beat in just about every racing category you can come up with, and should for the extra 9grand it costs. Sure it has awd lag, but the benefits awd provide greatly outweigh the cons of the drivetrain. I've yet to see any SRT hit 10's, but I know for a fact we have members of the evo community with 10 second daily drivers. You were at such a disadvantage in this race that I don't quite understand how you could be upset with the results. The SRT was definitely NOT STOCK as I have seen Mopar Stage1 SRT's get eaten up by Evo's with a simple intake and flash by 1-2 cars easily on the freeway. Basically, by the owner of the SRT only complying to a 30mph rolling start race is even more of a compliment to your car, as he knows at any speeds lower than that, your car is far superior, and by the results of this race it is shown that even at a disadvantage your car is still superior, so if it were me I'd be stoked.
Yeah dude, before I learned how to drive this thing, and Rental Neon was Dead Even with me going north on PCH (Now, that's a Stock Base Model Neon with roll-up windows vs. a Stock '03 EVO). What kinda stars is that?
SRT-4's are pretty damned fast, especially from a roll... I don't see why you feel so bad losing to one.
When you say "I should be running bla bla... I should have bla bla whp"... instead of saying you should, why not goto the track/dyno and see what you really do?
From a roll, SRT-4's walk away from stock Evo's and STi's all day long.

SRT-4 is a fast FWD but it cant beat an EVO in stock to stock.

Another note is even though he is quick at the end of the day he still drives a ****ing neon and would get his *** kicked through the corners or from a dig not to mention how many chicks out there do you know that have said "check out the dude in the neon thats hot"
