I don't expect a compression problem. We normally see ~100mph traps from people in Cali on 91oct. Some Evos aren't as strong in stock form, and it's possible you made things worse by adding timing without touching fuel. I would just put the proper mods on and go back to rock out (real exhaust, not just a downpipe, mbc, DV, fuel pump, full tune).
