Is 19.84375 max Load error? (Mine always seems to be this)

Does a positive number for load error mean load is too high or too low?

Why is WGDC correction all over the place with the same load error?




Here is a log of my load error in a 3rd gear pull for reference.

 

I know a lot of people here know the answer to this. Could someone help me out? I've spent a lot of time searching with no luck.
