These are changes to processor instructions. The instructions are in hex, 0x4908 tells the processor to shift logic left register 9 by 2. 0x0009 is a no operation instruction that just tells the cpu to increment the program counter without doing anything. Yes it is possible that if your minimum ipw was screwed up it could prevent starting. If the mod has been implemented, you need to be using the modded scaling in your XML for the min ipw table.
