How to set min temp for closed loop ?

are you really running that ecu on evo 3? that changes the case, you should have told that before.

please check the periphery, if problem persists try logging your coolant temp. that should shed some light on your trouble.

yes, on E3 mate

just checked the rom and "FAA bit.1: Rear O2" is disabled and "RearO2 sim." is enabled from tephra options.
should I just enable "RearO2" from FAA bit and also leave simulator from tephra options enabled ?

Set all the periphery bits back to the default values, the P0125 is caused by incorrect disabling of the rear O2, it has nothing to do with coolant temps.
The EGR CEL was just an example of a possible fault, as some of the periphery will need to be changed to stop CEL's on the E3.

faa bit 1 should be set to 1. otherwise you'll have p0125
