MD346675 swap woes

Hello, I am currently swapping my 97 eclipse gsx over to an MD346675 ecm. I connected the reflash connector off my openport 2.0 into pin 79 and everytime I try to read the rom using ecuflash I get init sequence 2 than an error pops up. I am using 1.43. The openport connector shows up in ecuflash and I also have voltage at pin 79 when it attempts to flash. I also tried using evoscan to verify it wasn't an ecuflash error and it gives me the error less than 5v detected. I've checked my fuses and I also have a battery charger hooked up while trying to do all this with a voltage of around 13.5v so definitely not a power issue. I cannot even get my autotap code reader to connect to the new ecm and I am starting to wonder if my md346675 is dead. Any input would be great because this is getting to be frustrating . Thanks for your time!

Confirmed the ecu definitely works so we can rule out dead ecu!

Ended up being a lose connection on pin 16 of my obd2 port. My voltmeter probe was able to reach the pin but not the openport cable. Evoscan and ecuflash working flawless!!!!
