The first month in Germany, I tried to pull the same...no dice. I was stopped 4-5 times by the MPs here and was told if I tried to get back on base, they would refuse to let me on. I was pulled over that same day by the Germans who gave me a choice. Either a 300 euro fine on the spot or he had a screwdriver and screws in his hand. I screwed in the plate right there - no plate holder or anything. Just plate, screw, bumper.
wow, that sucks. I had to zip tie mine to the front grill until my bracket comes in from Kamispeed

no window tint on the front doors or windshield at all. must have a front plate.
exhaust can't be over 95 db - i just throw in a silencer for the inspection.

As far as emmission and stuff, no exhaust leaks or dump. no oil or fluid leaking and no check engine light. i run a 3" turboback with test pipe and a silencer, passed no questions asked.

It is 50/50. Some vendors are very supportive and some flat out refuse.

On my VIII, I run a 3 inch Helix downpipe, UR test pipe and a HKS cat back. I passed with no questions asked.

On my X, it has a stock dp and cat and an ETS prototype cat back.... I don't like it because there is no muffling at all it seems. Hopefully, I can convince the wife to let me replace the whole exhaust this summer.

The X never had to go through inspection and won't for another 1.5 years. The previous owner brought it over "NEW" so it didn't need inspection. She sold it to me within the first year, so I re-registered it with a 2 year paperwork. It will need inspection in Dec 2011. It has window tint and the wrong size front plate... oh well.
