i just did my lights same ones and it is just attatched to the light. i dont think its possible for any kind of power to run through it. it is just a ground and i didnt attatch it to anything just clipped it inside so it wouldnt move and they were just fine!!

That is a Braided strap, ie.. LIVE WIRE if there is any current on it.. you'll melt down the entire car. It MUST be a grounding strap or a negative ground wire.

I'd help you out by looking at my friend's Evo7, but it's too damned cold outside to pull apart his housing to check.

Can you just look into the housing to check where it goes to seeing as it's not installed yet? If it is just bolted into the headlight housing, then it's probably just overkill. If it's part of the light bulb circuit, then you need to figure out if it fits the HID housings. I know the Evo7 didn't come with the HID stock, don't know about the JDM versions.
Thank you, some people. I have been a mechanic for way more years than I want to say (ok i'll say - 20 + years and learning more every day) A bare braided wire is a ground no matter if it is on a car, truck, semi, or heavy equipment. For those people that think they know get some classes and learn before you give advice and sometimes the end result if the person follows could damage or god forbid if fuel or electrical burn someones car up.
