headlight adjustment

ok so my passenger side headlight has always been alot lower than my driver side since i got the car and it was pissing me off enough today that i tried to fix it. i read all the pages on here and tried ever trick in the book and i cannot for the life of me get that low beam to adjust correctly. its an 03 gsr, i tried moving little black gear near the high beam gear and it just wont turn. i tried unscrewing that gear from the high beam to try to move it by hand it still will not move. im just chewing up the little plastic gear. is there something that im missing or do i need to just replace that ****ty little black cable?

the black gear moves the high beam not the low beam. low beam is inside a little box and you have to stick a phillips screwdriver in there after removing the cable that links the low beam and high beam adjustment together

yup - i bent mine out of the way so i can adjust while they're on the car from the top (meaning looking down into the engine bay)

see here as well:
